It's fine to tan when it's cloudy but the rays of the sun are stronger when it's cloudy so the sun can get through.

Yes, you can, however it's dangerous to do so because you can also get sunburned. The ultraviolet light that causes us to sunburn still gets through the clouds even though the visible light doesn't, so we can get sunburned and not even realize it. If you want to sunbathe on a cloudy day, make sure you do so according to the same time limit you would on a sunny day.

Yes you can! People tend to misunderstand the way the sun works and so people usually get BURNED when it's cloudy more so than when it is sunny. Don't be fooled as well, the sun is peaking at you just as much through those clouds as they are when it's sunny, it's just hard to tell. Just don't get burned and play it safe.

Yeah basically moderate cloud covering filters out only 20% of the suns rays

Yes. The clouds block only a small amount of UV rays which cause tanning and/or sunburn.

Tan is developed from burnt cells indirectly. If you have heat around you, you can still develop tan.

Oh Yeah! They say it's easier to burn when it's cloudy, cause you dont realize the amount of u.v. you are getting. Be carefull, use your sunscreen!
