I found a vacumm hose disconnected under the hood

Trace the line if it goes through the firewall It's probably supposed to be connected to a connector at the intake ,or near the bottom of the throttle body to keep the vacuum hi.This pulls vacuum to operate the heater and ac controls inside the (air box )this could be the reason your ac is not coming out of the vents
Also if you have a loss of connection your car will run rough due to a vacuum leak (spray some W D-40 near the intake when you find the leak the engine will change pitch and you will find your vacuum connection for the hose .

the vacumm hose should be connected but is not related to your problem its the fan under neath the dash usally behind the glove box has propaly quit working if i doesnt blow hot air or cold air thats your problem

you probly have a blend door problem
