Cut off its legs? Seriously, check the chain and rubber stopper inside the tank. It's probably just not seating well enough, and allowing water to continuously flow through.

Okay this might sound a little gross but sounds like your flapper inside your tank hasn't dropped back down. Just lift off the tank lid and see if this round black rubber looking thing is sitting down or is in the 'up' position. Could be your chain has slipped of the bar connected to the handle. If the flapper is still up just push it back down. If chain is lying on the bottom of the tank just find the end of the chain and attached it back on the bar behind the handle. Water will feel cool but it won't be gross. I promise you. Just wash your hands afterward. This should stop the toilet from running.

Either the flapper is worn and needs to replaced, or the chain is kinked or broken, or you have a mechanical device which will need to be replaced. Your local hardware, Home Depot, Walmart or Kmart plumbing section will have these. Flappers wear out when people put those little drop in those little dissolvable tablets in the back of their stool to clean it. Unfortunately, they ruin the flappers. If you have a Fluidmaster mechanical device, buy it at Home Depot. They run from $8 to $20 for Model 400AK

Sounds like the flapper at the bottom of the tank is leaking. Take lid off tank and look inside. This is clean water so don't be afraid of it. Look at how the tank works. Flush it and watch what happens. The round thing at the bottom of the tank is probably roted away or not closing. Make note of the style and go to the hardware store for replacement. usually old one snaps out, new one in. Easy, cheap.

You need a new flapper valve. Put a coat hanger under the float arm so it doesn't run. and remove the flap thing in the bottom of the tank and go menards, home dept., or lowes and get a replacement.

On the bottom of the tank their is a pipe that pushes water in the bowl to refill it ,and a valve to turn it off turn it until the water stops.
Now you can have a plumber fix it.

that happened to me a few times. Make sure the seal is tight around the valve that raises to drain the tank. That's probably slowly leaking and then refilling.

pull off lid and check.... if ball float is all the way up and it is running, lift up on the ball.. if it stops running then twist the ball to the left 3 times and see if that works..if not twist again until itt stops....... doesnt sound like flapper valve

Your flapper valve is leaking.
They are not hard to replace. Look inside & check how the flapper valve looks. Go to Walmart & get a new one. They are less then $2.00

Check inside the tank there is a flapper there it migt be stuck or needs replacing.
