'Bowels" would refer to waste woulnd't it? Are you asking about the history of the net or how does it work?
Pages are kept on servers that can be anywhere. The fastest are connected to highspeed hubs located in a town near you. They have large buildings with little cabinets filled with servers and charge quite a bit for space. When a hosted page goes down, the person who is responsible for hosting whateveer page is on their server has to go out there and fix whatever the problem is. Some people buy more reliable servers that can just about fix themselves.
You could have a server in your house but be aware that it has to be climatically controlled.
It has become a big business.
