I think most of the people in Singapore speak English. First get the address(es) of the supplier(s), then ask someone for directions on how to get there.

If you are not from Singapore, try this:
When I am in an unfamiliar place I sometimes just take a taxi. It is easy because you can simply tell them the address and usually they know where it is. This costs more money than some other methods, but it has proved to be much easier for me.

Do you want a shop that sells pet supplies, or do you want a shop that supplies to pet shops? If it's the first, there are dozens of pet shops including Pet Lovers, Pet Symphony, Pet Safari etc. Just do a Yahoo! search. If it's the second you want, then go to a pet shop and ask them where they get their supplies.
