that is the name of the song
Oh Dear! What Can The Matter Be?
Chorus
Oh dear! What can the matter be?
Dear, dear, what can the matter be?
Oh dear! What can the matter be?
Johnny's so long at the fair.
He promised to buy me a trinket to please me
And then for a smile, he vowed he would tease me
He promised to bring me a bunch of blue ribbons
To tie up my bonnie brown hair.
He promised to bring me a basket of posies
A garland of lilies, a gift of red roses
A little straw hat to set off the blue ribbons
That tie up my bonnie brown hair.

There is a traditional song whose chorus is "Oh dear, what can the matter be" three times, then "Johnny's so long at the fair".
Or that Seven Old Ladies Song, which borrows the traditional lyric.

Oh Dear, what can the matter be?
Two old ladies locked in a lavatory
They were there from Monday to Saturday
Nobody knew they were there.
That's my version anyway.

Well, people have already told you what the song is and what it's called, but no-one seems to have told you what it's about, I'm not entirely sure but, it's either, he has gone off to war, and is dead, therefore not coming back and the song is metaphorical, or it's that he's having an affair and run off with someone.

It's about some bloke called Johnny who promised to buy some woman some lace, ribbons, posies, lillies, roses and a straw hat for her bonny brown hair, but he took too long at the fair and never came back.
