Well, people have already told you what the song is and what it's called, but no-one seems to have told you what it's about, I'm not entirely sure but, it's either, he has gone off to war, and is dead, therefore not coming back and the song is metaphorical, or it's that he's having an affair and run off with someone.

It's about some bloke called Johnny who promised to buy some woman some lace, ribbons, posies, lillies, roses and a straw hat for her bonny brown hair, but he took too long at the fair and never came back.
