There have been thousand of small town and village in Japan since ancient times.
Most small town and village were very poor. However they had local festivals. Some neighbor villages have got together and do annual or seasonal competitive race and contest for their fun. They enjoyed those festivals because they were also militia (local samurai) when in war time.
When western culture was started to be imported, ppl found there was any essence which chevy Japanese samurai spirits, 2 teams fight and compete, in some those culture. I think baseball was one of them.
See, Korea had been under the reign of China for 1,000 years. Civilian was not at leisure in life, and had no spare time to enjoy those recreation.

Baseball is an orderly group endeavor, which would appeal to both the Japanese & Koreans, two cultures which do not appreciate chaos. There is a rule for every occasion, so there is seldom the kind of confusion that leads to disorderly free for alls. But there is also the opportunity for individual glory and honor in baseball. This combination of team effort & individual glory is very suited to these two cultures.

First of all, baseball dates back to 1870 in Japan. It gained more visibility after WWI, and was greatly expanded after WWII.
Several franchises, including the Dodgers did tours of Japan.
A big change was when Masanori Murakami of Nankai Hawks of the Pacific League of Japan was signed by the San Francisco Giants in 1964.
Interest has increased steadly since.

Of course, I don't know it for a fact, but I lived in Japan for many years, and I'll make my best guess.
Baseball has lots of rules, and is an orderly team sport. Japanese just love rules and order. In fact, they have even made up a few extra baseball rules of their own; I recommend that you read Dave Barry's hilarious "Dave Barry Does Japan" for his insight on this phenomenon.
