Port forwarding, first. Then go to softpedia.com, and there will be tons of accelerators. Also, look for torrents with a lot of seeds, and few peers.
Edit: Also, you could join a private tracker, such as leechtorrent or bit soup. They can be hard to get into, but they're wirth it. I used to get around 80KB/s, but now I get 180KB/S, with only 8 seeders.

To be quite honest, you can't. The download speed of a torrent is based on the share ratio. The higher the share ratio, the faster the speed. The share ration is the number of seeds for the file:the number of people downloading.
However, if you can upgrade your internet connection, that my remove any limits or caps regarding your download speed. If you are on any type of DSL, this won't do much for you.

open a port for incoming connections. set your upload ratio to atleast 1/3 of your max download rate... you should instant results from this...
