18 years old because anyone can call a kid or teen a cutie pie when there still a kid but when you reach adult hood that's when it stops

To a mother, the kid will always be her cutie pie...but to any body else, when the kid starts calling his/her own kid cutie pie, you should have stopped a long time ago.

if the kid in question is yours, you can call them cutie-pie as long as you want! you brought them into this world, you're allowed to embarrass them as much as you want.
