that is the date? what is its longitude and latitude? this will be required to compute the suns position in the sky

I believe that the answer is,that it shines at 90 degrees no matter where you are or what time it is.

3 a.m.- 22.5 degrees or 157.5 degrees
3 p.m.- 67.5 degrees or 112.5 degrees
It can be either one depending on how you see it.
I formulated my answer assuming that you were on the equator and the date was the fall or spring equinox.
