when you are asked to ask a question, there are so many questions you have you don't know which one to give.
or you are afraid your question might be so irrelevant.
or the question might be too personal.
or the question may insinuate other things which you don't intend to.
or the question may just lead to another question which will further lead to another, and another, until confusion sets in.
or the question just have no answer.
or the question is just not for you to ask.
or you just have no question at all coz you understood everything and you don't need to know more.

People don't always draw a blank. Some people are good at following a topic and relating it to what they know and what they don't know. If they are asked if there are any questions, they will indeed have a question.
It is true that some people are not good at asking questions. Others are afraid they will ask a stupid question. Sometimes a good question asker will not ask a question because they don't want others to think they are trying to butter up the teacher.

This is what some people call a brain f*rt, when it goes blank when you're asked a question that you know you know the answer to but it just won't come right then. Some say it's a result of today's society in that we're forcing or trying to force our brain to process information from soooo many different things all at once. How many of us are guilty of multi-tasking? :)
