absolutly; women can get pregnant even if there was no penitration and the underware were on!! It is very rare but does still happen, just like I have seen women who have had a hysterectomy become pregnant and carry the baby to almost full term. Just be careful when you decide to have sex if you want to prevent a pregnancy but you must not just think of getting pregnant but sexually transmitted diseases. Your at hire risk of contracting an STD than getting pregnant!

I would say No, 99.9% of the time. But, I have heard of cases where women/girls have a small opening in their hymen, so if they are "fooling around" in that area, the semen could get through.
