You need some kind of server programming technology like ASP, ASP .NET, JSP, ColdFusion, PHP, ...etc. All these technologies will allow you interact with the database. Does your school already have a web hosting plan that is hosting its web site? If so, check with your web hosting service provider and see which technology they support. If not, since I am a certified ColdFusion developer, I suggest that you go with GoDaddy.com, crystaltech.com, and hostmysite.com. Crystal Tech offers a 50% discount if you can show that you are a non-profit organization. For more details, please go to their web site.
With these technologies mentioned above, you can create forms that interact with the database. Some suggested that you can have the form contents emailed to you; yes, it is do-able but it is done manually by you. If there were just one or two requests, you may be able to handle them on your own. But when every student in the school submit their own requests, you would not be able to enter all those details on your own. So, if you can get the forms to interact with a database backend, the process is instantaneous/real-time. You can create a lot of powerful and dynamic web applications. (no ecommerce here) all the other sites will give u free hosting and easy to use templates to build your website. There is plenty of sites on the internet. you need a web developer to do that for you! You'd need ASp, PHP or any other server-side language. I could help! I'm good with PHP (& MySQL). It might cost you though, but let me know if you need my help...

easiest way would be to just create a little form and have it emailed to yourself when they submit . . .not much interactivity, but its a start
