If you're looking for safety, you'll have to go to a more rural county. Stay away from the cities or suburbs since crime tends to be higher in those areas. But it all depends.......my sister lives less than a mile from the William and Mary campus and never locks her doors. The neighborhood she lives in is protected by a community watch group and it seems to be very effective as there is virtually no crime in her neighborhood. I live in a rural county in SW Virginia close to the Virginia/North Carolina border....I live one block off of Main Street and I never lock my doors as well. I guess your best bet is to visit the areas you're interested in and stay there a few days to try to get a feel for the community. I would also guess there would be a site online for the State of Virginia that details the amount of crime and what types of crimes have been reported for different cities/towns/counties.

While this is a subjective question, and while county figures are dfficult to obtain, I can offer this:

Lowest crime city: Ashburn
Most entertainment options: Franconia
Most cultural options: Arlington
