I don't know what "Adult Swim" is, but I guess it's pretty raunchy. No, little kids are not safe from things like that. If their parents put adult control over their computer, they can still see it elsewhere. It reminds me of the days when I sneaked looks at the "Marriage Manual" my mother had, trying to learn the facts of life.

The problem is not that kids get exposed to the facts about reproduction, and the sorts of things we were looking up in the dictionary when we were kids. It is that they get exposed to all the deviant, disgusting stuff: sex mixed with violence, or with "bathroom stuff," as my mother used to say. They learn about perversion before they learn about warm, natural, healthy sex.

So since it is unlikely they can be protected, I think the best we can do for the little kids is answer their questions honestly, including your own evaluation as to what is nice and what is disgusting. Kids sort things out OK if they have someone they trust who will talk to them.

Now let me tell you how bad it is: Before I read the details on your question, I was thinking you meant are they safe from adults on the guidance staff. That is, people who, because of their jobs, are left alone with a kid behind closed doors. And there I tremble in fear for them, because I have been told some terrible stories of what sometimes motivates people who make a profession of working with children. I wonder how often kids need protection from the bureaucrats who run Child Protective Services! How often are child guidance "experts" really perverts? How many child psychologists are psycho?

Scary to contemplate, isn't it?
