This is something that usually happens during puberty. But I have seen kids who by 9 years old are getting boobs. So I guess it can vary. But why the rush? You have your whole life ahead of you.

Well it depends on growth of Hormons some get in the early age of 9 and some get later on,so dont worry just wait and watch.

It depends,everyone develops at a different rate.So some people will develop breasts earlier while others at an older age.Pretty much like height,some people get taller sooner/younger than others.

It varies my daughter stated getting hers at 9 but I didn't get anything until I was almost 17
