It is possible to create a website without spending any money, but it is not likely. In order to do this, you usually have to purchase some things: (1) a domain, such as www.mysite.com; and (2) someone to host the domain and information (a company with server computers that stores your information and shares it online). You can set up a home server, but this is a complex process and still requires you to purchase a domain.

A blog is a website that is formated like a news column or diary of sorts. There are many pieces of free/pay software that allow you to make blogs more easily than sites, and there are even sites which host blogs. These sites allow you to submit content (words) and they use their templates and generate a site.
Can you make a site for free? Sure-geocities. Will it have ads? Yes. Will it look professional for that reason? no. Can you get a domain name for free? yes, it's called .tk (www.dot.tk). Does it have more ads? yes. Does it look professional? no.
So the bottom line is, if you're making a family photo page or even a blog, yes, you can do it for free. If you're making your company's site, no, you cannot (and you should hire a designer for that as well to get a better page).

You can also host the site on your own machine and use dyndns (free) to connect to it with a free subdomain (you.dyndns.org). However, this requires your pc be on all the time and connected to the internet, and most ISP's ban doing this (mine does, but I still do it anyways).

blog is like forum with ppl inputting message. Web site is just website to give you info.
dont understand what you mean by single drive.. creating web site has nothing to do with single drive.. Normaly just disk space
