They may not getting enough cross pollination by bees... Another thing to try mix 2 tsp of epsom salts into a gallon of water and use that to water them. It helps them grow and produce more fruit.

Do not add high nitrogen fertlizer and have your soil tested. Peppers are normally easy to grow and fruit.
Watering regularly will help a lot.

add some manure and fertilisers to soil may be it will work. or shift it to another place sometimes directions also effect the plant growth.
