I remember there being a set of videos (and books) with the title "Where there's a will there's an A". I saw some of the videos myself, and thought there were many excellent tips. You can find about the videos and books here (or some other website if you just use a search engine):

In terms of inability to concentrate on something you're reading, usually it has something to do with not being motivated/interested in what you're reading.
Therefore, my suggestion would be to find some way to make the reading interesting.
This is especially difficult if you don't find the reading interesting at all. So, if you're studying for an exam or something, the best thing to do is to attempt to read with a particular purpose in mind. For example, if you're studying the material for a multiple choice/essay exam, try to come up with questions you think would be on the test (i.e., that the teacher would ask you) about. If you're trying to memorize specific material, try mindmapping. Basically, as you read, you draw a diagram (that looks very much like a tree) that connects concepts you think are related.
The Where there's A Will videos will also tell you that when studying, always study for about 30-40 minutes, then take a 15-20 minute break. Your brain naturally gets bored after a half hour. If you don't want to take a break, then simple switch to different homework (the brain also gets bored with the same information after awhile).

Well, there is no such book. At least not yet! Maybe reading just isn't your way of learning. Maybe you need to find the way you best learn with!
For example: Reading, Hearing, experiencing, teaching someone else
and then, you need to find another few things
For example: In which environment you best learn in, Do you learn best on your own or with another individual, Who do you best learn with, Why are you trying learn that particular subject, Do you prefer silence or music while learning, etc...
You also need to find what are your distractions and what subjects come first in your mind in matter of importance.
Then you need to be persistent and determined.
Then the hardest step of all, you need to put all of the above into action and you'll succeed!

Get somewhere quiet and knuckle down to reading, no phone,no tv, no computer just you and the book.

My advice would be...try to understand what you read. Do not mugup anything.You will concentrate only if you have interest in the topic. If u feel bored then stop reading...continue reading when u feel like doing so.

Use a highlighter, read short sections and take frequent breaks, or take notes in a spiral notebook as you read, remove disturbances from around you, Go someplace that has a neutral environment.

I believe that the 'Princese Diaries ' by Meg Cabot would be a nice try.Find somewhere quiet and relax, take a deep breath, then start reading, and don't be distracted.
