It is based on an urban myth that the sparks in the cell phones' circuitry can cause the fumes around the station to ignite. This does not actually happen. I worked at a gas station for 2 years and never saw a fire caused by a cell phone.

Old analogue cell phones could sometimes create a spark, and also could interfere with some electronic equipment. Therefore cell phones were banned in filling stations, hospitals etc. Modern digital ones do not, and it the petrol vapour one was tried on TV when about 200 cell phones were placed in a car filled with petrol fumes, all phones were then rung at the same time, nothing happened.

this was asked on brainiac on sky a few months ago.
it's allegedy the radiowaves from the mobile phone causing small sparks, or sparks between the contacts at the bottom of the phone where you charge it and connect the headset to, and igniting the fuel. although they proved this to not be the case in a small test with a large amount of petrol, a caravan, and a dozen mobile phones. no explosion :(
however, be wary if you're filling your fuel wearing nylon clothes! your body's static level is sure to set off the fire!

Because of an urban legend that cell phones can cause fires. MythBusters tried to start a fire with a cell phone repeatedly and were unsuccessful. They completely debunked the idea that a cell phone could spark a gasoline fire.

the idea is that if you drop it it could cause a spark if the battery disconnected or shorted, this may have been possible when mobiles were suitcase sized but is next to impossible now. You'd be more likely to cause a fire by dropping your keys.

Because people were getting confused when their phone rang whilst filling their car, some people inadvertantly tried to speak into the pump spraying themselves and the forecourt in petroleum, which is dangerous......... and could start a fire.......... especially if they hadn't put out the cigarette they were smoking.
