Its just a way of saying someone is optimistic or pessimistic. Half full means you are looking on the bright side, half empty means you are looking on the down side.

If your cup remains half-empty you have a pessimistic take on life. If your cup is half-full then you would be more of an optimist, so celebrate by finishing it and pour yourself another!

It's a question of attitude.
There was another question I saw recently asking why "IF" seemed to make people depressed.
Several people said it was because it expressed uncertainty and made them feel insecure. Their cups were half empty.
One person contradicted the premise of the question and said it made them feel there was hope in the scenario. Their cup was half full.

this refers to perception. A cup that is half full is at the same time half empty. It is your perception that will determine whether the cup is half full (optimistic) or half empty (pessimistic).

When your cup is half full, you're being optimistic. When it's half empty you're being pesimistic. (spelling?) Of course, it's exactly the same thing but there are different ways of viewing it.
