If you move to a state to live there, you are a resident. To PROVE you are a permanent resident, you may have to live in a state for 6-12 months (see Yiqqahah's college residency verification form). To establish residency, change over your driver's license and vehicle registration (this is usually required within 60 days anyway) and your voter's registration.
