Who is more moral? Those who act for the sake of goodness itself, or those who do good acts under the belief that failure to do so results in hell?

It's all a perception.

Well it boils down from do unto others as you would have done to you.but that has a lot to do with opinions,religion,and the part of the world your from.im sure if the question in question is brought up enough to the proper persons,im sure you will evaluate.and if its the wrong sources,then im sure there will be another organization to set ya right.always check the local laws applicable.

What's right or wrong changes from culture to culture. Your definition of what is right or wrong is dictated by the society you acculturate in. A better term might be constructive vs destructive, because these values are more easily quantified.

the RIGHT is what we decide it right and WRONG is wrong to us, mankind.
not all good things are right and not all bad things are wrong. for example, a snake comes in to your house. the rightest thing to you that you have to do is to kill it as soon as possible. then you kill it and you have done a good thing, getting rid of a dangerous snake.
you don't know that the snake has eggs inside its abdomn to put and to become new lifes of small snakes. so you killed innocent small creaters too. is that Right?

what is right is what is always progressive. an action that upholds the purpose and the values of life is "Right"....and an action that goes against it ; is destructive or regressive towards the purpose n values of life is "wrong".

n to answer your second question.....

only those actions with the purest of intentions is right......n not those with selfish motives

Your consciousness is a good judge it you observe it carefully you can sense through it (your consciousness) what is right and what is wrong.

Right-Something that your society agrees to.
Wrong-Something that your society doesn't agree to.

That's why expression is important because these two definitions though fluid tend to get stagnant in conservative minds.
