You probably mean you want to lodge a complaint for wrong billing. If yes, then there are consumer forums to do so.
Just check which is the nearest consumer forum office to your place AND FILE A COMPLAINT THERE.

Your question doesn't make too much sense. Who would you be billing and why would you be billing them?
