When the top paper of the dry wall has come off, do I have to use a special product, other than the plaster that is normally used for repairing damaged drywalls.

I have skim coated mine, sanded and primed. But the new paint did not stick, and the skim coat when I sand it a little harder, goes all the way back to the porous, brown paper of the drywall.

you can also moisten the gypsum board core the rock its self first with a little water and the joint compound/or plaster you are using can be thinned down also the thinner it is the better it will fill in and adhere to the paperless drywall then you can let it dry and sand smooth after that remove the dust with a damp rag/sponge and let dry to add a good primer like Kiltz or Bin followed be your paint weather or not you want to texture is up to you but the patch will hold now

It isn't clear whether you mean that the drywall is pulling away leaving a gap around the window or if you mean it is lifting away meaning you could push it back down in place. Drywall doesn't move, it is a very stable product. So if a gap is opening up, then something else is moving, the wall or the window. If is very important to find out what is going on or it could cost you thousands of dollars down the road. If the drywall is lifting away, then it wasn't properly secured. There should be a stud behind the drywall, around the window (although a small gap may exist between the window frame and the stud). The method to secure the drywall would be to drive some drywall screws every 6-12" through the drywall and into the stud. Drive the screws so that the screw head just barely dimples the drywall. After that, use some drywall compound and a putty knife to patch over the screws.

You should replace the drywall where the paper had peeled. If not and you try to patch it with mud and paint it, the wall could blister in that area or like you said the paint may not stick as well. Make sure you always make the patch bigger than what the actual size of the damage. That way when it is all painted no one can notice the repair. If you do not need a full sheet, drive by a construction area and ask for a scrap piece of drywall big enough to more than cover the area, just in-case you make a mistake in measuring. You should use Kiltz for the primer before painting. This may not seem to be the easiest thing to do, but it is what I would do in my home. I like things done right!

Apply a good primer as the skim coat absorbs the paint, so prime first just like you would for hanging and preparing drywall for the paint.

make the tear or repair deeper your putting on to thin of a coat of drywall mud .make sure area is completly dry before painting and use a primer first to paint with the use reg color of your walls as this will seal the pores of the sheetrock compound.

texture cote or spackling is usually the final layer before painting
