Check the Chinese shops in the Binondo/Sta. Cruz/Aranque market area. There are merchants there selling these types of machines.

I remember years ago when I was looking for cotton candy machines and I found several ice cream machines in the Aranque Market area. It's quite a walk but just go from one shop to shop and inquire.
