not sure what the First Offenders Law is, but we do have a different and lenient set of rules for Young Offenders (those under the age of 18) also, depending on the crime that the person has been accused of, the judge may tend to be more lenient, but they do not have to be

It seems that Canada does have a First Offenders Law that applies to youthful offenders. Please see link:
