Sure, any image or piece of film can be broadcast and displayed in high definition, assuming it's digitally configured to be so and displayed on a screen capable of high definition resolution. The problem is that cartoons typically don't have a level of detail to them that demand high definition -- they're usually big blocks of color, and often no shading or even perspective at all. So you wouldn't bother getting an HDTV to watch "South Park," for instance, or any of the older Bugs Bunny cartoons, because you wouldn't notice a difference. The only cartoons that I can think of where HD might be an advantage are some of the anime ones by Hiyao Miyazaki, or the painstakingly rendered CGI movies like "Final Fantasy: The Spirits Within," where somebody BOTHERED to animate down to individual hairs, or skin pores visible on a closeup shot. Otherwise, cartoons just weren't made for HD.
