If you are talking about in the wheel itself, there are two different kind of breaking systems, Drum Brakes and Disk Breaks. Both of which have a mechanical part which uses the hydraulic pressure from the break fluid to push a piston (or more) and engage the breaks, that internal reservoir is called a cylinder or break cylinder (on a disk breaking system this is a part of the caliper). I am assuming however you are talking about the Master Cylinder, the part the break pedal controls.

The way you phrased the question does not indicate the master cylinder which is located under the hood in the engine compartment,and does not sit over any wheel.(there are struts in the front and wheel wells in the back above the wheels) So I presume you mean over the rotor portion of your wheel visible when the actual wheel is removed.This would be called the caliper and also contains or attached is the wheel brake cylinder and includes the bleeder valves as well its kind of one assembly thing.
