Ah, lovely question. The US government (at all levels from federal to local and all three branches) has secrets. All states and nonstates have secrets. In fact, every human being has a secret. Such is the nature of humans and head-scratching nature of secrets. But do rest assured, the government of the US is one of the most "open" on the planet; especially with the Freedom of Information Act.

You don't specify which "secrets" you mean.

Are you talking about disingenous lies and hiding of factual information (eg. George Bush Sr.'s part in writing torture manuals, Jr.'s illegal wire taps and deals with the phone companies)? Or are you a UFO/conspiracy theory whackaloon?

It makes a big difference.
