A lot of the items at Forever 21 currently are inspired by older trends, so maybe if you look at Salvation Army, Goodwill, or Savers, you might find just what you are looking for. Also- if you go to the locations that are in higher end areas, you might be able to find lesser used clothing that still has nice quality and brand names.
Also try antique stores if you want a really unique look--- they aren't too expensive either.

I'm the same way. I don't like to spend a fortune on clothes. My fave stores are Deb, 5-7-9 (well, it was before the one in the mall I shop at closed), Goody's, Fashion Bug, and Wet Seal.

Girlfriend if your like me I wear an outfit out one weekend and I just might not never wear it again....So I shop very cheap!!!!! All eyes are most likely on me anyway!!!! Wet Seal, Forever 21, and Old Navy and catch Penny's early Saturday mornings !!!you can catch a great deal....And everyone who told you to shop Goodwill and Salvation Army tell them {to stop getting my one time use clothing, That I sent there, that's how they know to tell you to shop there...}

Old Navy, Target, Filene's Basement, Lady Bug, Syms. Also KMart and WalMart have clothes that are surprisingly nice if you shop carefully.

i dont know where you live but around here there is gabriels which have name brands for dirt cheap and value city i also like kmart and wally world but also keep a look out at big dept. stores and in the malls they can have awesome sales at times especially seasonal clothing

old navy has great specials of the week and there clearance aisles are awesome,i got a brand new bathing suit 3 wks ago for 17.00, and summer has barely started,walmart also has a very fashionable line called metro 7

uncertain... my daughter works at Charlotte Russe and had to be 18.... uncertain why.... perhaps signing employment agreements calls so you may well be 18?.... yet the two way, it may no longer harm to call and ask them? solid success!
