My friend said that a TV tuner has AV jacks in the back that you could just plug into. True or false? If false is there another way?

True, I used to do it this way. To address the first answer, a TV tuner is used to watch TV, yes, but there's no magic... if you want to watch TV, you have to plug the cable or antenna in somewhere. If the console connects to a TV, it will connect to a TV tuner card. Just make sure it has the jacks your console is using (probably component or coax, maybe s-video).

Some monitors are built with component or s-video inputs, but probably you'd already know if you had these.

True.
There are other ways too. Like connecting the console to a video camera and feeding the PC with a firewire cable assuming the camera can bypass the signal.
