As Born on the 11th alluded to, this happens quite frequently under situations that are intense. I don't remember where, but I read a great article detailing what happens during these kinds of situations. Basically, when your brain recognizes a dangerous situation, instead of trying to process all the information your senses are telling it, it selectively reduces the input you receive. Humans are visual creatures, so your brain focuses on the images your receiving, creating this "slow down" effect. It went on to say that this actually allows you to make decisions quicker and better based on limited information, instead of trying to process everything your taking in, if you think about it, it actually makes a lot of sense.
There was also a great article the other day in the New York Times about how humans are able to pick out angry facial cues quicker than any other demeanor. It makes sense that humans, and probably all other animals, are equipped to recognize and deal with a threatening situations faster than any other kind of situation. If not our ancestors probably wouldn't of made it.
I'm sure with a lot of conditioning you could train your body to go into this "mode" at will instead of just happening. Martial arts comes to mind, but I'm sure it would take years and years of training.

It's not something you develop, but it does happen. When I went to Iraq, I found myself in a number of sudden, intense situations. I remember one occasion when I looked at my watch just an instant before bullets started flying. It read 10:33:12 (seconds). We all returned fire, hit a couple of insurgents, and forced the others to retreat. It felt like we were shooting for at least a few minutes. It actually took 47 seconds.

I've heard that people who have practiced a lot with fighting can develop greater reaction times which may slightly describe what you mean.

No, but awareness and alertness can be increased so there is more analyzation in a shorter time span. Or ur just bored, and then time seems to take forever

I've had dreams where I'm running in slo-mo...so it could be possible. Or you're falling in a dream then your body shakes suddenly...weird how our minds think.
