I think you probably had your answer already, but let me tell you this, I think the easiest way to get rid of the popups is to update your browser. In these days most of the browsers have their own popup blocker that works pretty well, like - Safari, firefox, Internet Explorer etc. If you try using firefox then it is totally free and it is compatible with whatever platform you are willing to use, that means it runs on both macos, unix, windows, linux etc.

Yes, it is the case of a spyware/ adware installed on your PC. Install service pack 2 on win xp . it has very powerfull pop up blocker.
For resolving your issue you need to install a good antispyware / antiadware program like PC tools Spyware Doctor (Recommended), Lavasoft Ad-aware, Mcafee Antispyware, windows defender Beta 2 , spybot search and destroy, Yahoo Antispy

Go to http://www.safer-networking.org and download Spybot - Search & Destroy. Use it to run a scan for spyware.
Go to http://Downloads.com and find Adaware and install and scan with that.
This will cure your problems.

Switch to Firefox. That'll take care of most of them. Install the Adblock extension if you still have trouble.
