You can start out with 360 and make a page through yahoo. Or go to http://www.myspace.com and they basically layout the page for you and you can create one in like 30 seconds.
If you want to actually CODE the pages then you should try http://www.geocities.com or http://www.freewebspace.com They usually let you upload files to their free web host server.

you can make a website free all day long, what you pay for is the hosting and the domain name. dont get ripped off. yahoo small business is who im going with. 8.95 for 2 mos and they waived the setup fee. and you get a free domain name and email. the cheapest other i found was bluevoda and they want 20.00 for the domain, 35.00 setup fee and who cares for the hosting

Xanga.com is a place where you can have a free ...somewhat of your own website. More people use it as their own blog..rather than an actual website though.

tripod.com free and easy you can make as many pages as you want for free with pics and more geocities only lets you create 1 webpage and my space doesnt have much options
