Try the BDC (Business Development Bank of Canada). I am not sure about their prerequisites for providing loans or assistance, but you are taxpayer, it's PAYBACK time.

You could start with a home based business. This is something you can do on the side, take the time to build and you will soon see a residual income. I am in Calgary and I know that it is difficult to get small business financing without credit.
I have a small oilfield business that I know will make money as well so I am running a home business to supplement it until I can afford to expand. So far, so good!

Go to site of Canada. I went to the state of New Jersey and found out what was available for me.
There are grants available but you must do alot of reading. In America we have www.source.com it is retired executives who give advise FREE.
If you credit is not good. Open a small business account $100 and keep your payment paid in full. This will up your credit line.
