go into windows explorer. see if you can locate the program and 'delete' it. you may be able to drag and drop to the recycle bin if you have the w/e window at a partial size. once you get in there, if you only remove part of the program, you may mess something else up.
be careful, this is a very sensitive place to go and can cause an awful lot of problems if you don't know what you are doing. and yes, i have done this more than once, both successfully, and unsuccessfully, so make sure you have a restore point, in case things don't work as you expected.

This usually happens when u are so ****** up with the proogram, that you delete its folder from /program files

While that works perfectly well on a Mac, In Windows u need to remove all entries of that program frm the registry, for this, u need to use the add remove programs in control panel.

From ur question, it seems u deleted the folder rather than uninstalling it, what u can do now is get a utility like system mechanic or "Tune Up utilities" to correct the program for u

Are you highlighting the item and clicking change/remove? That should definitely get rid of it.

What is the item you want to remove? It may be part of the system and not removable.

Also, go to "Programs" and highlight the program you want removed. To the right it might have an "uninstall button". You can try to uninstall it there.

Maybe it's already removed, but the indication at add/remove said it's still there. You can try to uninstall it from the start menu/program files folder that also contain the program you want to remove.Usually they also contain uninstallment program.

make sure its not running then remove. if not there are program to remove them , beside take it out piece by piece to the trash than empty it fast when OS start up than restart
