This is some advise for you.Although your baby is not likely to remember anything about her first birthday, it’s still a milestone that adults like to commemorate, usually with a party. Follow these tips to keep the celebration simple so you don’t overwhelm your little one.
Keep the time in mind Schedule festivities to begin soon after your baby wakes from her morning or afternoon nap, and limit the party to one-and-a-half to two hours.
Downsize the cake Specialty cakes make for great photo ops, but cupcakes are the right size for small hands. Kids tend to prefer simple tastes, so stick with basic vanilla or chocolate (be sure guests don’t have chocolate or nut allergies, or plan accordingly).
Put on your game face The age-1 set is too young to play together, but they may enjoy these activities with some help from adults:
Bubble ring-around-the-rosie Have little ones and adults grab hands and form a circle. Grown-ups can lead the game, while a bubble maker (or willing adult) adds another dimension to ring-around-the-rosie. FYI, nix balloons at the party—deflated or popped, they’re a major choking hazard.
Musical peekaboo Place a box of toys on the floor. Play some children’s music and encourage babies and parents to explore the toys together, while moving to the beat.
Stuffed animal hide-and-seek Hide animals in a small area and help little ones find them (make sure you put them within reach of crawlers as well as walkers).
Keep gifts under wraps Don’t expect your baby to stay awake for gift opening. Save that for after the crowd leaves.
If you must open presents during the party, plan to do the unwrapping, oohing and ahhing on your baby’s behalf. (And don’t forget to write thank-you notes!)
Simplify the parting gifts Keep the gift bag uncomplicated: A finger puppet or an iced cookie related to the party’s theme are favors small kids will appreciate.
Happy Birthday for your twins...
Take careadn happy choosing....

Honestly, it's their first birthday and they have no idea what's going on. If anything, they'll be confused if you take them somewhere loud and noisy like Chuck E Cheese, etc. If I were you, I'd save your sanity (and a lot of $$!) and have a nice, quiet party at home with family and close friends (and if they're in daycare, maybe invite their little daycare friends and the lady(ies) who watch them. Maybe bake a nice cake (or buy one from the bakery), have a cookout, a few games for the older kids, etc.
My sister in law went hog wild at her son's first birthday...she hired a clown and everything (but had it at her house). There were mostly adults there, and honestly...I feel it was mainly for the adults benefit. Very selfish... Her son was so funny. Her father in law started an IRA for her boy, and as a present, he wrapped a giant box (I think it was a box from a dishwasher) in bright, colorful paper. He had SO much fun playing with it! Out of the hundreds and hundreds of dollars of toys he got, he wanted to play in the box. :)

I would have a party at home its more convient for you and the babies. You will also save alot just cook what they like, some new toys. Nothing to big i would save the big party for when there 2 or 3 and they can enjoy the party more when there older. There not really going to remember there first b-day but take lots of pics!!

I did the whole family/friends thing. If you have a boy and a girl, do 2 different themes in what they each like. Since they are 2 different people. For my last baby, a boy, we did plates, streamers, balloons, and all in primary colors and the cake was a boy cake with tractors, bulldozers and dump trucks.

Get each of them a seperate cake. Let them have their way with it. Be sure to have a camera ready! They will put their hands in it, rub it in their hair, etc. It is too much fun and sooooo cute.
