It sounds like you have a problem with your hard disk drive. If your computer is old then it may be about to fail...or if it has been bumped hard. Check and see how much disk soace you have left, and try defragmenting and disk cleanup. If that doesn't help, you may want to get a new HDD (hard disk drive).
If it is a kind of grinding sound then you can be pretty sure it is the HDD

The noise more than likely is your harddrve. Depending on your harddrive type (IDE or SATA or ?) your load time will vary.
As for taking a "long time" for programs to start. that is more than likely related to your RAM or system memory and your hard drive response time. In simple, the more RAM, the faster your program response becomes (assuming you have a decent CPU). I compare RAM to the size of your physical desk top – the larger the surface area of your desk the more books you can stack and review from…
However, you may be able to improve you response time by cleaning your harddrive. First run "scan disk" and then run "defrag."
If you're using a Window's system these programs are available from your hard drive properties menu (right click on hard drive under My Computer and select properties). Go to Tools and select "Check Now" under Error-Checking (you may need to reboot); and, then select "Defragment Now" under Tools > Deframentation after running scandisk (error-checking).
In simple terms, these programs help to clean up your hard drive like organizing clutter on your desk into desk drawers and shelves, or like cleaning your room by putting the cloths on your bed into dresser drawers and closets.
In practice, you should do this at least once monthly - weekly is better...
Another cause for the slow down is related to your startup programs. You may be loading up far too many software programs that you don't really need. You'll have to judge what you do and don't need and that in itself can be very time consuming...
Just start with the disk cleaning and move on the other stuff later.... good luck and happy computing.

Yes they are all related. You must upgrade. Your computer is weak. You must nurture it back to strength by implementing better parts that do it justice. The list is too long and your question too broad. They don't alow enough letters to give you a perfect response. So start out with a new chassis, then get four 180G Hard drives, Then when you decide what you want to really do with this machine look at the CPU you want and make sure it complies and seats into the right MoBo....................

It relies upon on what noise you're speaking about: somewhat humming sound - signifies that the pc is having access to the not straight forward stress and frequently signifies that the pc is loading some thing a fan noise - properly style of glaring although the followers on both the processor or the ability grant

I dont think these two problems are related to each other.
Lets come to your first question. Its about sounds.
These steps are for Win XP.
Go to Control Panel >> Sounds , Speech and Audio Devices >> Sounds and Audio Devices. A new window will be opened , then click on "Sounds" Tab. In "Sound Scheme" select "No Sounds". That should solve your first issue.
Your second problem is related to slow performance of your issue. For optimizing your PC you are advised to install a good antispyware program like Ad-aware from Lavasoft, Spybot Search and Destroy and also install a program named Crap Cleaner from http://www.ccleaner.com. And also run a good registry optimizer program like PC tools Registry Mechanic or Iolo's system mechanic.

No, there isn't any problem in program/software at all.
You may check you FREE RAM using "task manager" and "performance" tab. there must be 25% or more free memory,
if free memory is less then 25% add more RAM to your computer (Buy more RAM)
else
i an sure that you Hard is slow at performance/ or developed bad sector/errors. change you Hard Disk(Replace your existing Hard Disk with a New Hard Disk) buy a good hard disk.
Good Luck

When things load from your hard drive it can be loud. Especially if 1 - the hard drive is going bad or 2 - you haven't defraged your hard drive in a long time or 3 - if you don't have enough RAM (memory) and its using alot of your hard drive for temporary storage (virtual memory)
...any of these can also be the reason it takes awhile to load things on startup..

That means that it is working. The fan inside of the computer kicks on so that way your computer doesn't overheat.
