After the format all your drivers were removed. You have to reinstall your video card drivers to up your colors. Right now windows is giving you just enough basic colors to see (so you can do this).

256 color? Isn't that 8bit color? Don't u want 32bit color, which has 16.7 million shades of color.
You didn't mention what Video Card you have?
To fix reinstall your video card driver, then reselect the color range you want. You should be able to choose 16bit or 32bit color.

Right click on your desktop, click properties, then click on settings. There will be a down arrow, where you can change it to 256 colors..

you need to download a corect video driver
if its a card that you plug to then get the info off of the card and that will help you find the right driver
if it is not and it plugs to the back and not to a card then its intregrated then you need to know the video chipset off of your motherboard
if you dont know this info then you can download aida32 and it can tell you
you can download aida32 at majorgeeks.com and the drivers at driversguide.com
