Because when your country had two World Wars fought on your soil, regularly invaded for the craziest reason, lost most of your empire because of utter stupid stubbornness when giving them up would've been the better course, and basically is the butt of most ethnic jokes not involving Jews...well, you tend to go a tad flaky and take up any silly thing on the street.
