Since i was younger this guy who lived down the street has teased me, i used to respond when i heard things he said but as i got older i started to ignore it and now every time we pass each other he barely says anything but he makes kinda stares if he sees me. At school theres like an unspoken agreement and we pretend not to know each other, but for some reason a lot of his friends know of me, i've had quite a few people tell me that "a guy will tease a girl because they like them" and i just wanted to know if this is true, and why he isn't saying much anymore.

I guess... or he's being immature which most of them are.
Well he gave up because the act could only get him so far and he got tired. Age has that effect on you.
Another reason also he gave up teasing, could be he's embarrassed on how he used to be so mean to you.
Anyway you'll never know if you don't speak to him.

Well, personally, i've never heard anybody say that. The first possibility is that he was just being a bully. A bully's motive is the response from his or her victim. If you ignored him, then he would stop being a bully to you. But thew other possibility is that he does like you, he just picked on you to cover up the truth about him liking you. If he stares at you and his friends notice you, then he probably likes you.

In some case it might be true, but in most cases it's not. He might've stopped teasing you because he lost interest or, as you believe, he might like you. But if you don't like him, then it shouldn't matter anyway. The teasing has stopped. I'm assuming this is what you wanted.
