It depends on the temperatures of the clouds.

Clouds that are below freezing: you would want ONE of these ice-forming agents:
1) silver iodide (most common)
2) dry ice
3) compressed liquid propane
4) carbon dioxide

Clouds that are warm: you would want ONE of these droplet-forming agents:
1) salt (most common)
2) urea
3) ammonium nitrate

If I remember correctly, it's silver oxide used to seed clouds... (I may not be remembering correctly though lol)

Edit: Yes, I think it is silver nitrate...like the other guy said.

When they did the cloud seeding near here a couple of years ago, they didn't use any dry ice though...

No, it's silver iodide, and it's hardly done anymore cuz it's not too reliable.
