never put wd-40 on pads or rotors.

If your brakes are locked up you need to take the calibers off and disassemble them to find out why. It's not to hard to do either. You might want to try a spray brake cleaner first before you take them off. If you have a cable mechanism instead of a brake fluid system, then yes it is ok to spray WD40 into the cable. Remember to take the lever off so you can actually position the cable upwards which will allow the lubricant to gravity feed to the end. What type of bike are we taking about here?

You obviously have no mechanical knowledge so for your own safety take it to a local bike shop. It may cost a bit, but its cheaper than a funeral
