One of my college professors (in Kentucky) swore that the state nearest to Paradise was Vermont. I can't offer first-hand confirmation, because I've never been there, but it makes sense because Vermont has no large cities, no major industries, no large military bases, no coastline. There is nothing there to attract criminals, terrorists, or gangs. The weather may be a bit cold and snowy in the winter, but disasters are probably rare.
