Call it a type of anagram, because that's what it is (as evidenced by Webster's New Twentieth Century Dictionary (second edition) which gives this second example of an anagram: now -> won).

it isn't palindrome, that would be the same backwards as forwards. your best bet would be "anagram", though that would, of course, also apply to "polo" in the first case and "opt" in the second case.
