depends on what type of armor you want... do you want plate mail? chain mail? samurai style? scale mail, padded leather? this question is too broad & too vague to answer. The S.C.A. can help you, but if you are looking to make plate mail, you will need to know metal smithing, and have access to a forge, chain mail you can make with some spools of copper or steel wire you can get at the hardware store & a couple of pairs of chain nose pliers, samurai style there is alot on the internet for that here is one
http://www.fsinet.or.jp/~usa/indexus.html
you can make scale mail aout of practically anything, i have seen it made out of pennies, out of pieces of cut up garbage cans (the thick plastic ones they have ath the park) Padded leather is a little tricker because you will need to have some skill with a needle & thread & some knowledge of leather working, you will need ALOT of 10lb/square inch vegatable tanned leather... and it is NOT cheap!

It really depends on what type of armor you are talking about. There were many different types of amour throughout history. Greek, Roman, Norse, Medieval, Spanish, Japanese and others. If you are seriously wanting to investigate making a suit of armor choose the type and then do a web search for groups that reenact the period you have chosen. Most of these organizations can put you in touch with people who will make the armor for you or someone who can give you instruction how to do it yourself. Good Luck
