Make him breakfast in bed. Have the kids make him home made cards with coupons inside for things like, (this coupon is good for one hug, this coupon is good for one time mowing the lawn, etc) Spend the day together as a family.

I think the best gift even when money isn't a problem is a coupon book. You make it yourself on the computer. You make a cover with something like "COUPON BOOK FOR YOUR FATHER'S DAY".....put flowers etc. on it ....then make 12 coupons.....example....back massage, or you take out the trash one day, or you'll shampoo his hair for him, or a couple "sex" coupons, or breakfast in bed, or you'll let him watch the football game and you won't talk to him while it's on. Then you staple them together, put a bow on it and presto a personalized father's day gift. He's only allowed to use coupon a month and it'll last for a year.

Have a bbq with your family. It's low cost and everyone will have fun. Maybe after you eat, go out to the movies or to the beach. Do something your hubby loves to do - maybe he likes hiking or just relaxing at home.

if its nice out you and the kids could go to the beach and have a picnic or have a small cookout, breakfast in bed and have the kids make him a card by hand and if all that still isnt in your budget just plain tell him that you all love him and appreciate him every day of the year! good luck i hope you and your family have a great day whatever you decide to do make the best of it!

Easy. A picture in a frame. Find a favorite photo of you and the hubby, put it in a frame and he will love it.
Also the bj thing works well too. Kind of like icing on a cake.

The make him something was a good idea. If not a letter, write a short story, non-fiction, detailing all the things you've done together that meant a lot to you.

How about making up a coupon book with things that he likes and he gets to redeem them (with you, of course) when he wants too? What's the cost of some paper, a pen, and a stapler?

What I'd like is free, so I'm sure that you can find a low-cost thing.
I'd start maybe with a special breakfast.
