Our carpet is pretty bad. We know the carpet was installed nearly7years ago. Apartment management says apt does not require new carpet installation. We are being suffered by the wornout carpet

I would say 5-7 years, but I doubt there are any set rules regarding carpet i.e. health rules. The best time to get new carpet is when your lease is up for renewal. That is the best time to bargain for new paint, carpet, etc. At least they could have it cleaned. Of course, it's a two way street, they could just say bye-bye.

contact the health department if carpet is moldy and has mildew. contact the rental authority in your state for the rules
