It means obeying the law. It means not being a financial burden on society. It means not having a bunch of unwanted children. It means protecting the planet and it's resources for future generations. It means being fair and ethical when doing business with someone. It means participating in your civic responsibilities like voting. To name a few...

Socially responsible is not getting out of hand and such, such as getting drunk and causing a riot. That's not very responsible.
